‘Below 45’ Initiative: Reframing the Role of Librarians to Navigate Community Development in Indonesia Ahead of 2045

Abstract
In support of the Indonesian government's adoption of former President Widodo’s vision of Golden Indonesia 2045, this project evaluated a series of workshops to develop librarians in Indonesia as social change agents to transform and empower their communities. Why librarians? For many years, the Indonesian community has perceived the librarians' roles as book curators, stackers, and catalogers. Therefore, Indonesia's 2045 centennial could be a timely opportunity for librarians to take significant responsibility as community educators and lifelong learning facilitators, promoting social transformation in Indonesia. In February 2025, this project launched the 'Below 45' initiative in collaboration with APISI (Association of Professional School Library and Information Workers in Indonesia). Shaxson’s K* Spectrum Model was used as the foundation for librarians’ empowerment. This study took a Participatory Action Research (PAR) approach to achieve its desired purposes, tackle social problems, and propose program interventions specific to each community, especially underserved ones, such as Papuans, who have suffered from malnutrition, illiteracy, and poverty. The HDI (Human Development Index) was proposed to measure the initiative's impact over time. This study could pave the way for future research on social transformation in similar locations and other regions throughout Indonesia ahead of 2045.
