From Automotive Decline to Applied Deep Tech: Transforming Baden-Württemberg's Economy Through Innovation and Collaboration

Abstract

Baden-Württemberg is a highly industrialized and innovative state in southwestern Germany. It is known for its famous automotive industry, excellent universities, rich history, scenic landscapes, and intense focus on sustainability and technology. Baden-Württemberg’s economic landscape faces profound challenges due to its historical reliance on the automotive industry, which is expected to decline significantly in the coming years. This thesis examines the necessity and potential for transforming Baden-Württemberg’s economy by scaling applied deep-tech startups and fostering stakeholder collaboration. Existing literature predominantly focuses on innovation in business ecosystems, and the triple helix model focuses on a strong partnership between industry, university, and government; however, gaps persist concerning the orchestration of larger ecosystems and public and private capital roles. Employing the real-time Delphi methodology, this study captured expert consensus from the sectors of academia, startups, industry, capital markets, and the government. Participants evaluated future-oriented statements and research questions addressing radical economic transformation, the scaling of profound tech innovations, and the importance of intense stakeholder collaboration. The findings underscore strong consensus on the imperative for economic renewal, the pivotal role of deep-tech innovations, and the necessity of coordinated efforts among universities, startups, corporations, investors, and policymakers. However, opinions diverge regarding universities' entrepreneurial capacity. Significant barriers include regulatory complexities, cultural and structural change resistance, and limited startup funding opportunities. Conclusively, the thesis presents a strategic roadmap and future scenario to guide Baden-Württemberg toward establishing a resilient, innovation-driven economy. The thesis contributes significant practical insights for policymakers, educators, and business leaders navigating economic transitions.
