Abstract
Rapid urbanization in African cities has increased demand for accessible green spaces and coordinated recreation systems. While Addis Ababa has invested in parks and corridors, efforts remain fragmented without a unified governance framework. This study examines how strategic leadership and change management can support a sustainable citywide parks system. Using mixed methods, findings reveal strong expansion efforts but gaps in coordination, planning, and community engagement. The study proposes a Strategic Intervention Plan emphasizing unified governance, institutional alignment, and integrated operations to enhance sustainability and long-term impact.
