Abstract
The Hague Commitments in 2025 brought in a new era of defense spending - going from the traditional 2% of GDP to 5%. This doesn't come with a framework to truly assess alliance commitment, nor reduce the burden of some countries shouldering more of the sacrifice and monetary inputs than others. This abstract developed a future-focused strategic foresight framework to objectively assess allied nations' commitment to the alliance across four pillars: Defense expenditure, specialized capabilities, defense industrial base, and whole-of-society resilience. The result is a framework that turns monetary input into strategic outputs.
